I use a little proggie called AboutTime to update my clock every few days. I turn it on manually and it updates quickly, then I turn it off. Handy and simple.

I had the same problem with a new Dell with XP Home. Lots of complaints about it on the web.

I downloaded this simple program on the recommendation of a friend. I've had it for about 5 months...does the job...not intrusive.
