Yes, you are right they are not equal. Your interpretation is wrong.

1st person singular and plural: Shall = future tense
2nd and 3rd person singular and plural: Will = future tense
1st person singular and plural: Will = imperative tense
2nd and 3rd person singular and plural: Shall = imperative tense
