It's not too late but it's almost impossible for a perma bear to buy with any conviction (with the exception of those miners which really are like anti-stock stocks anyway). Best thing to do if you are a perma bear is to simply step aside during a rally. The way same it's best for a perma bull to go to cash in a down trend. If you don't have conviction it's impossible to hold a position either long or short while the trend moves against you temporarily.
