C, The article is certainly sensationalized, but Canada's immigration and refugee laws do attract a lot of the wrong type of people. Its no secret that a large number of terror groups have fund raising bases in Canada. There have also been some limited operations from these communities. In this regard Canada is very similar to France. A good review is at the RCMP site: rcmp-grc.gc.ca Now while the RCMP are acting and Canada is cracking down, typical Chretien - viewing any criticism as an afront - he undermines the credibility of the RCMP and CSIS.
