Very good points. We can not guarantee that the facts are true simply because someone is very sincere in presenting them. I think, therefore, that we have to factor that out of the definition of honesty.

What we are left with then is simply "intent." It is the sincere intent of presenting things without misrepresentations that determines "honesty." As it is the sincere intent to misrepresent or mislead that determines "deceit."

So why place importance on either? I place value on honesty because it carries with it many aspects that strenthen us as a society. In most cases, when a person is being honest he/she is more likely being careful and considerate of his/her target. When a person is being deceitful he/she is more likely being careless and inconsiderate of his/her target. Honesty contributes to and strengthens trust. When we feel we can trust, then we do not need to spend as much time in protective arrangements.

For example: if we had complete trust in the justice system (not) we would simply need to hire lawyers to help us bring our cases to court and let the judge interpret the regs. When there is unscrupulous behavior, corruption, and deceit in the system; we can spend a life time trying to defend an innocent person and still lose among lies and deceit.

On the other hand if you don't care how people are treated but do care about facts that are relative and transitory, the credibility of the information provider would still seem to have some value.
