I look at RSI 2 ways.

1) I look for a confirmation or divergence with the price.

2) I look at the absolute level. Below 50 tends to be a weak stock. A cross over the 50 level is bullish, and vice versa.

AMGN looks interesting. Like you said, if it can break thru resistance on increasing volume, it'll probably run much higher..
