If the news reports are correect, it seems that the money went from one AQ guy who left the country after befriending a couple of the 9/11 terrorists to another group of terrorists within the US. The payments were specifically targeted to to two sets of recipients, both of which were proven to have been involved in 9/11.

If these reports are true, and they smell like the truth, what more do we need to see in order to conclude that acitve assistance from the highest levels of Saudi government was taking place?

Using Bandar's wife might have been seen as a good cover for the payments. Who would question her?

Don't underestimate Bandar's influence. He entertains lavishly, spends a lot of money on charities, makes sure that the right people are treated well, especially at Aspen where he has an enormous spread with its own airstrip. A lot of nationally influential people spend time at Aspen and see his munificence.

I think it is a very serious thing to have the wife of a Saudi Royal who happens to be the Saudi Ambassador to the U.S. provide any assistance to the 9/11 gang of terrorists.

Bush needs to have a "come to Jesus" meeting with the Saudis after the Iraq invasion. The renewed flow of Iraqi oil after the invasion will diminish their influence.
