In that tribal society, of course it is necessary. Saddam's family is the keystone of his support.

The motivation could/would come if the heat was too high. It does not appear to be at that stage yet.

From that perspective, I wrote a short note a few days ago, on this thread, saying "I agree, war as stick, $3B asylum as carrot".
