I don't know what was going on with that, but the Japanese were smart enough to never put anything about Pearl on the Radio or in writing outside of Japan, so breaking the code would not have got you the attack.

When you read the record that the author of the book I referenced has put together, it is obvious that all the clues were there, but we expected a controllable attack in the Western Pacific. When we "Lost" the Jap Fleet for two weeks before Pearl, it should have been a big "Heads up." The state of our Intelligence gathering before WWII was really primitive. MacArthur's action in Manila after Pearl should have got him fired, but he was just too powerful with the Republicans.
