But while fundamental forces may be coming together to push the United States beyond its soft patch, there is a sense that the threats of a war with Iraq and another terrorist attack seem to be closer than they were several weeks ago. That may have been one factor that helped pull the stock market lower on Tuesday, as Iraq made it appear it could balk at meeting the demands of the United Nations weapons inspectors and the requirements of the United Nations resolution.

"That's out there," Richard Berner, chief United States economist at Morgan Stanley, said of the threats. "I just don't know whether to tell you if that is in the price or not."
