VLF is approximately based on the depreciated value of an automobile.

I suppose it encourages everyone to drive an older vehicle with outdated emissions equipment.

I think before it was reduced a couple of years ago, CA VLF was 2% of a car value. DMV would figure out depreciated value by reducing the price by somewhat 10% annually. They said that restoring full VLF would get the state 3-4 Bln next year.
