Because the unions always supported and/or fought whoever was running the show. Re unification - dont mention it, it's just an extra tax of cca 5% on my and everybody else's income. Since 1990. Until (the last I heard) 2010+. But, it's something Germany wants strictly to be seen and to remain an internal issue.
