Looks like the conclusion to draw from that chart would be that highs and lows are often coincident with the new and full moon phases. That generally agrees with what I have read in past studies. Although I have seen a well written study that showed a slightly higher correlation of tops closer to full moons and bottoms closer to new.

Unfortunately, that study seems to have been purged from the web site it was stored at- so I can't pass it on..
