OT Sneak-a-legislation President Bush is about to sign the Homeland Security bill, in which is contained a get out of jail free card for Eli Lilly.

This is the part I cannot understand about US legislation. How can an abberation like that occur within a bill presented to the House and Senate? It doesn't seem to make any sense. Unless there's something I'm missing ( probably is) it is a deplorable situation. Surely subject matter should be stand alone in a bill? I would appreciate a bit of discussion from threadsters on this so that I can understand the rationalization.
