Absolutely incorrect. There is no news story suggesting any such notion as part of that amendment. And if that was the intention, why did the purveyors of the amendment wish to remain anonymous?

On a related note, some Air Force friends of mine were off doing chemical warfare training last weekend. Also, there have been a lot of desert camouflaged tanks rumbling by on trains in my part of the world recently. Is something about to happen soon? Stay tuned!
