These things have a way of being documented some time after the fact - survivor(s) pass a long time in hospitals, then if they apply to the domestic courts they wait that to be resolved, and then, unsatisfied, they appeal to human rights organizations. That might be the reason why in that link is not up to date.

I doubt if anything has changed in Turkey to any noticeable degree. 1-2 years ago, there was a woman minister who toured some police stations and got proof of torture (literally, the instruments) and brought them to the parliament. I don't think much was done about it.

Ironically, the new moderate-Islamist government of Turkey is now vowing to eliminate torture. We will see.
