DB is from bottom to top but unable to pass 50 line and head back down.

you got it the opposite.

the way i see it, it is a gauge of strength of the up move. when up move is strong, the pullback often stop at the middle from top, and when up move is weak, the advance often stop at the middle from bottom. actually very similar to how to interpret BB, except stoch may be more sensitive.
