The program has the earmarks of something that came out of the African tour by Treasury Secretary O'Neil and rock star Bono of U2. O'Neil is said to have realized that simply giving Third World governments money isn't the answer, because the money is never used for the purposes intended -- it goes into Swiss bank accounts and luxurious living for government officials.

Which reminds me, yet again, of the wretched excess - lobster, champagne - lavished on the delegates at the world hunger conference this summer.

I like the idea of holding countries accountable for results.
