It sounds good on the surface, but like everything else, "the devil is in the details". First of all, the people that judge the performance of the countries must be objective and not use it as a carrot for furthering US self-interest.

Another concern is that the ones that really need it might not EVEN be eligible so they will continue to wallow in their problems.
