I believe that you are correct. This is probably why there were no blackouts in CA last summer - Even though (I think) there were several Stage II electrical emergencies this past summer (with consumption rates as high if not higher than they were the summer of 2000). IMO, Davis deserves much of the credit for the building of these new plants. Even in the height of the crisis, there were powerful organizations and (local) politicians who fought the approvals of some of these new plants.

They've got a long row to hoe but are finally ignoring the environmentalists. Those "peaker" plants are quick to throw together and was a good idea.
