I think you are correct that the situation in the Gulf has improved. However, that is not enough for Bush to get the needed political victory. He waived red meat in front of the red meat crowd. It will backfire on him if he doesn't deliver - something. He would never be able to raise the battle cry again. He must have a clear victory (it can be declared but it must be clear).

He is too good a politician to get himself into that kind of jam. He didn't come down this path with no intent to act.
