OK, is there an instance where the lower BB's were pushed down after being pierced on the VIX, and then re-visited prior to hitting the upper BB?

Going back to 1995-1998, I can't find an example where we pierced the lower BB on the VIX, closed above it, then pushed it down again prior to visiting the upper BB:

I can find one possible example in July 1999:

That one had a closing low of about 18.90, reversed up a tad, then reversed back down to 17.70.

That's the only time that's happened that I can see.
