Your list of potential lawsuit targets sounds
fine to me...

It seems that these non-functional students should
each get multi-million dollar settlements to fund
an annuity that would be equivalent to the good salary
that they should have earned if they had learned something
in school!

And, oh yes, don't forget to pile on with punitive
damages too! The school administration lied to these
poor students by saying all along that they were
getting a "quality education"... not unlike the
tobacco executives supposedly lying about the dangers
of smoking... Yes, perhaps criminal prosecutions should
also be pursued against some of the public school
administrators and teachers for being part of this
scam on our poor defenseless students...

P.S.
I don't get your point about overturning laws requiring
attendance. Attendance may be required, but attendance
at *public* schools is not required -- private schools
and home schooling are also options.
