One doesn't inspect the air sampler in case they are used to produce WMD, but puts it in place and collects,
replaces the filters every now and then, to analyse even very small contents of the air.

That is, no "lying", just ordinary ignorance or spinning on purpose.

The spinning-mechanism seems more probable, as air samplers are one major mechanism
of the inspections, but have very little to do with "surprise inspections", on the contrary.

That uis, except that the filters should be collected and replaced for new measurements
every now and then, one day plus or minus anything have absolutely no importance, as
well as if those at the site know about the collection or not.

One, maybe the major risk is actually if somebody on purpose spreads some stuff around the site
in hope to get some positive results for something on the filters.
