Is it not possible that the citizens of Virginia, and consequently their elected representatives, want to protect their Constitutionally granted right to keep and bear arms and that the reason you advance- -that is is economic- -plays no part? I've been in VA; in fact, the people there DO hold such opinions. You are aware, I assume, that the state is conservative and this is just another expression of that.
