"Continuing claims for unemployment insurance - new filers plus the stock of old filers - have remained elevated;"

I personally know of several people who've been out of work for over a year now. I'd guess their unemployment insurance may be or already has run out. Thus their numbers would drop from the continuing claims count.
So in reality, the unemployment claims number would actually be higher if people could collect longer.
