Hi Carl, travelling for 10 days and this thread will go quiet during that time. English is used in court because the lawyers and judges that practice their do not know how to work in Chinese legalese.

In fact we still have English judges, English, Scottish and Indian police officers, and fairly high-positioned government civil servants.

The place is singular, as in unique, but you are right, the economy is very ill, along with all our regional neighbors except the piece of land up north, and even them folks up north think and feel they must run to get ahead, as opposed to just walk.
