It happens EVERY time. For school districts: REQUIRE that the "administration" (anyone who does not actually teach) cut 45%, BUT, 90% of that must come from the top third of last year's compensated deadwood. When the PIG'S are wiped out, you make up the difference from the rest, in reverse order of salary. OTOH: PRIVATE schools don't hire the PIG'S in the 1st place, which is why a private school industry would flourish at HALF the COST of the PIG'S and their unionized teachers, in a privatized environment. With their unions broken and their school systems crippled, the teachers would not only find gainful employment (sans PIG'S), but the ones who actually have the ability to TEACH would prosper, while the others would be forced to go find honest work elsewhere. IN OTHER WORDS: It's time for all states to declare America's first PUBLIC SECTOR DEPRESSION, and then FORCE the creative destruction that has been MISSING for centuries. It's the only way to eradicate the poison that YOU and all the other liberals call "services"...
