Earlier in the week, in connection with signing the legislation to create a Cabinet-level Department of Homeland Security, Bush addressed federal employees in a memorandum about what he called "my highest and most urgent priority," protecting the American people from another terrorist attack. He praised the civil servants for their "hard work and unwavering dedication" and said, "Americans owe you their gratitude for helping to keep their families and their communities secure."

A few days later, Bush told those same federal workers that he was curtailing their pay increases because granting the "full statutory pay increases in 2003 would interfere with our nation's ability to pursue the war on terrorism." Instead of the 4.1 percent raise that was moving through Congress before it adjourned for the year, the president said the workers would get a 3.1 percent boost.

WASHINGTON (December 4, 2002 9:04 a.m. EST) - The White House has reinstated a program awarding large cash bonuses to political appointees, a practice that had been stopped during the Clinton administration because of concerns about potential abuse.

The program was authorized early this year by White House Chief of Staff Andrew Card, but was not previously disclosed, according to a White House official speaking on condition of anonymity........

The program is having its strongest impact on the Justice Department, where there is a large number of political employees and Attorney General John Ashcroft has been the first to dole out bonuses.

UNITED NATIONS (December 4, 2002 12:09 a.m. EST) - The U.N. agency which helps poor countries reduce population by promoting women's education and health care urged the United States on Tuesday to reconsider its decision to withhold $34 million on grounds that U.N. programs promote abortion.

The lack of support from the Bush administration comes at a critical time, when many countries need funds to make a transition to having smaller families in which children can not only survive but receive better education, U.N. population experts said.

"We are very concerned and we hope that the U.S. will come back next year," said Stirling Scruggs, spokesman for the U.N. Population Fund, or UNFPA.

Bush blocked $34 million in funds appropriated by Congress for UNFPA in July. Two months later the president formally shifted the money to an American-run program to boost children's health overseas.

UNFPA has said the U.S. contribution would have helped prevent 2 million unwanted pregnancies, 800,000 induced abortions, 4,700 maternal deaths and 77,000 infant and child deaths.

Scruggs denied that UNFPA promotes abortion in poor countries or advocates its use as a family planning tool. "UNFPA does not support abortion services, although we do provide support for people suffering the consequences of unsafe abortion," he said. ........
