The closure of copper mines, due to very low prices, has reduced surplus copper production. Increased demand will bring those mines back on-line.

China has confused many. As manufacturing has shifted from other nations to China, China's use of raw materials has increased - while raw material use decreases by similar amounts in other nations. The net result is reflected in lower copper prices.

Gold is essentially the only commodity which has seen price increases which are not a result of the recent drought. There is some merit to the view gold speculation is a result of excess money production. The increase in money supply causes gold-bugs to invest more heavily in gold. The same cannot be said of the CRB index.
