The implication of that statement is that it is better when some organization like the IRA bombs a place and doesn't expect the bomber to be a martyr than an organization like Hamas which bombs a place suicidally and does expect the bomber to be a martyr.

No, the implication is that Hamas-sponsored bombings have much deeper religious overtones than do the IRA's bombings -- which is precisely what I was saying in the first place.
