Good post Bill. There is a reason why the following question is raised again and again:

"We go back to early on in the verbal conflict against Iraq, the goal was regime change. And then by the time it got to the U.N. it became disarmament. And now listening to the president again it seems to be back on regime change. Can you straighten us out, what is the actual goal?"

My position has been that we pay a price for this kind of policy confusion. At the very least, it requires additional effort to build a coalition. At worst, it hurts the foundations of an international order that serves us well in many respects. It also reflects a split within the Bush Administration. Powell did a masterful job, following the speech at the UN by Bush, to turn the UN situation around. Now we will have to see what happens next. Thanks for an interesting post.
