Footnote on Israel's escalation ploy:

PA denies there are al-Qaida terrorists in West Bank and Gaza Strip

KHALED ABU TOAMEH
Dec. 4, 2002

The Palestinian Authority Tuesday reacted angrily to reports the terrorist al-Qaida organization is operating in the West Bank and Gaza Strip.

"These are cheap and untrue allegations," said a statement issued by the Palestinian cabinet at the end of its weekly meeting in Ramallah with PA Chairman Yasser Arafat.

The statement referred to remarks made Monday by Chief of General Staff Lt.-Gen. Moshe Ya'alon, who said al-Qaida has Palestinian operatives in the West Bank and Gaza Strip.

"This is an attempt by Ya'alon to cover up for his daily crimes against our people, our homeland, and our holy shrines," the statement said. "Both [Defense Minister Shaul] Mofaz and Ya'alon have lost their credibility in the world as a result of these lies, which are aimed at covering up for their crimes."

A Palestinian cabinet minister said Arafat was furious when he heard about Ya'alon's statements. "It's a fact the Palestinians had nothing to do with the terrorist attack in Kenya, so why are the Israelis now trying to find a Palestinian angel?" he said. "Arafat is extremely disturbed by repeated Israeli attempts to draw a parallel between him and Osama bin Laden."
