The Chinese companies, initially, may provide nothing more than the license, and may be a building or two.

The benefit to the Chinese side is a way to learn from the partner and hopefully one day screw the partner out of the venture.

The benefit to the foreign side is a way into the huge market and establish their name brand/market share, and hopefully one day screw the partner out of the venture.

In the mean time, both sides benefit from the JV.
