I think we are in sufficient agreement. Looking over Hoover's career in general, and his move towards more vigorous measures in his last year, I am sorry that he did not get more of a chance, and that he has been unfairly saddled with the implication of incompetence and indifference. (Mr. Hoover effectively saved Europe from starvation at the end of World War I, as the administrator of American aid at that time, for example). However, history has its own logic, and it was probably a good idea to clear the boards and allow FDR his turn at that moment......
