hdl re: eiither don't know who did it or don't know how to find and punish those who did- without hurting innocents or doing other damage to rights, procedures, etc. that sounds more like an approval rather than condemnation. Arafat is using exactly the same line while financing terrorists Sorta like, we can not arrest anyone because we have no proof but if anyone needs explosives for home coocking and such the explosives would be available free of charge and no questions asked. Manuals on how to create home made nail bombs are provided under the assumption that those manuals will not be used. -Albert
