all of Canada is an immigrant base. Other than American Indians the country came from somewhere. We can take in people from Western Europe, Scandinavia, England, Australia etc.
The same is true of the US. A small percentage of our population is Native American; the rest are immigrants or descendants of immigrants. Nevertheless, high immigration rates quite commonly lead to social upheaval.
