The modern theory of democracy incorporates the idea that minorities (including individuals) should be protected against the tyranny of the majority. No, 51% of the people should not be able to arbitrarily initiate violence against you.

Unfortunately, that's exactly what the drug war is. Two peaceful individuals attempt to freely exchange their private property. However, a person in a blue uniform and a funny hat is given the right to initiate violence against them.

Thus, government sets up the rules for the making and registering of contracts, and establishes courts for their enforcement; it determines the rules for legal marriage, and the procedures for making and executing wills; and it performs useful services, like the issuance of currency.

I can't agree. Government should only defend natural rights - no make "public policy." Nor should it issue currency. Civil society created money long before government got involved. Giving government the power to issue money enables it to literally steal from your pocket without raising a hand.
