but you are joking about not being able to blow up the world. Even with arms reduction America (and Russia) still have the capability to reduce every major city in the world to rubble.

"Reducing every major city in the world to rubble" does not equal "blowing up the world". If we had a trillion times as much destructive power at our hands then maybe we could talk about blowing up the world, but even if we did have the ability to blow up the world its a pretty meaningless statement in terms of military spending. Our military effectiveness has gone up in recent years even as our total destructive potential has gone down. Accuracy, speed, reliability, flexibility, good logistics and communications and training, all of these matter as much or more then raw destructive power.
