Again, it's really meaningless to say that the public owns it. In the end, it's the government that owns it. You can say all you want about me having a vote that counts the same as everyone else, but if 51% of the people decide to use public property for a reason other than mine, than I really have no say. In the end, the individuals who claim a monopoly on force control the use of that land, no matter what I think, or what the majority thinks.

Control of property without ownership - sounds a lot like theft if you ask me.
