He signed a law after a lively discussion in which it was made crystal clear by the majority leader of the time that the law was not to be understood in any way shape or form as a basis for an invasion of Iraq. Cheney's policy "contribution" was to go around the world saying "we are going to invade Iraq, care to join us?"
