Well it's my understanding that these are back up appointments. Continuing in the tradition of CEO appointments to Treasury, Ken Lay was approached. He declined citing the need to be more involved with his wife's auction business. Also, Suzy Orman had to decline as White House economic advisor, because it would require her to dispose of her underwater GE options.
