USD 300 billion will not revive capital investment that create profit which will then stimulate further investment, especially if accomplished via leveraging of already precarious balance sheet.

USD 300 billion can only hope to bridge the gap between the here and now, and recovery, but only if recovery is near at hand to the extent that the bridge can reach.

I do not believe the gap we face is of the variety that can be bridged, but is one that involves jumping or falling down the precipice, and then climbing out by use of finger nails.

Some people, if positioned correctly, will eventually jump into the abyss already cushioned by many fallen bodies, fall a little, and be sufficiently alive and robust to climb out of the now shallower abyss and grab what values there are.
