First off, OBL is one of the prime targets in our war on terrorism. Secondly, you have no chance to rebuild something, when you have people like OBL around, ready to blow it up.

I am talking about the common person in the street. Let's provide real tangible help to these nations to build industrial infrastructure, like we did in Japan or Germany, so OBL does not have a base of disenfranchised people from which to draw his power.

How? The governments control how much help they will allow to reach to the common person. And without democracy and proper representation, there will always be disenfranchised people. You say like we did in Japan and Germany; however I would suggest that it would have been impossible to install the laws and democratic institutions in Japan without clearing out the old militaristic gov. first. The military could have easily blocked reforms.
