Saddam is a greter threat because he has an army and the potential, if unchecked and armed with a few nukes, to control the flow of ME oil. With an army and few nukes, he is a credible threat to to the stability of all Western economies.

Fortunately, AQ cannot achieve this. Any attempt by any Muslim fundamentalist group to take over Saudi Arabia would be ruthlessly crushed by a combination of internal Saudi forces and US assistance. Or be bought off by the Saudis.
