1) Saddam might have planted false information to make Bush believe that WMDs exist in Iraq thereby mouse trapping Bush.

This is the simple answer. The real answer is probably far more complicated.

As to management in Bush's government that's an oxymoron. That's about as concise as I can get to agree with you.
