there's nothing that makes it illegal for North Korea to sell Scud missiles to Yemen.

A gentleman on CNN from Carnegie-something-or-other said pretty much the same thing. He said NKorea is not a signatory to some voluntary international pact, agreeing to not export missiles. Therefore it is within its legal rights to export missiles. And as of this moment its not proven that Yemen was the intended destination.

BTW, we do not know for sure yet, that NKorea did indeed export the missiles. We have no evidence yet, that the missiles were not loaded somewhere else, and N. Korea loaded just the cement bags.
