Both material and equipment are available in abundant supply in warehouses, and can be acquired for 1% of the original cost. It will take several more years to burn that off, as there is a still a over capacity (too much material, too much equipment, too many people, too many buildings) problem within JDSU and BKHM.

JDSU and BKHM are battering each other by cutting prices to try to gain market share. Doing this in an up market, while making money is soft ball competition. Doing it in a down market while bleeding out is hard ball competition.

JDSU has the cash to last in this game. BKHM does not, unless they are very very clever.

Simple as that.
