1. I believe the second name you are thnking of is Samuel Huntington. He coined the expression "Clash of Civilizations" and is a noted global thinking academic whose views are of interest to every White House NSC director for the past two decades or more. Certainly, he was a welcome visitor to the office of Zbigniew Brzezinski when ZB came up the phrase "Arc of Crisis" not long after the Soviet invasion of Afghanistan. I would guess that Rice welcomes him warmly when he pops into Washington.

2. You won't find Huntington on the "talking head" TV circuit but his views are well-known through his writing. I highly suggest you might start by looking at Robert Kaplan's piece on Huntington in The Atlantic:
