Kosovo was complex not simple and obvious, and there was no direct attack on the US.

If Clinton had done something, beyond lobbing a few cruise missiles at poorly selected targets, he might have gotten support. But he could have gotten OBL perhaps without military action, but turned down the chance.

We had ZERO national security interest in Kosovo. Furthermore, Clinton was already known to be inept as a Commander in chief.

There is a big difference in handing authority to George Bush vs. handing it to Bill Clinton -- that difference is clearly reflected in Black Hawk Down.
